Policy: Primary ELT Programmes in Indonesia

So, now as you can see in the title, now I'm going to talk about policy in primary school in Indonesia. So, let's get started!!!


Every country has its own policy in every area, so does with policy in primary school in Indonesia. Every policy is vary in every country cause it's all influenced by many things like the government's rule, political, condition and situation, economic, etc. But it seems that political influences the education policy the most. All these influences will influence the education ministry to decide to make the policy that will be applied in every school in the country.

In Indonesia, recently the curriculum used is K-13 or 2013 Curriculum. There are many policies that are set in this latest curriculum. One of which is the policy about the English language teaching. Here, in primary school, English is not included into the main subjects like Math, Biology, Indonesia, etc. Nor even the main additional subject (minor) or so-called muatan lokal wajib. Here, English is included as the option in minor, so it's not a must for a primary school in Indonesia to teach English to their students. Therefore, it's not an unusual thing when you find a primary school with no English subject. In my opinion, this is the base which makes English remain as a foreign language in Indonesia. 

Also, even when certain schools do teach English for their students, it will be taught start from the fourth grade. The reason behind this policy is to make sure that Indonesian students to develop their Bahasa first. It is said that if the English started to be taught from the first grade then the students capability in speaking Indonesian language will get disturbed or the confusion to speak one of the language -Indonesia or English- will arise. So, it is believed that when young learners start to learn another language then they'll tend to mix their vocabularies up in those two languages, therefore their ability to learn other subjects will reduced.

Which, I think is a wrong guesses. Because, as I learned from TEYL course, it is said that children find it much more easier to learn languages. Even at certain stage, they'll of course mix their vocabularies when speak -because they still lack of awareness to differentiate the two languages they speak. But, at the next level, when they grow older, the awareness to differentiate the langauges will arose. So, to the reason that children capability to learn other subjects will reduced, it's depend to the role of the teacher. If the teacher guide the students well, defenitely the students will be able to follow up the learning process well too. As addition, young learners are able to pronounce the vocabularies from other language much more like a native compare to the older learners. So, it is a win-win situation when teachers in Indonesia start to teach English to young learners.
